An education system facing structural pressure: declining cohorts, funding constraints, duplicated provision, and misaligned governance. Existing delivery models were financially unsustainable and operationally fragmented. Leadership required a clear, investable transformation case, one that aligned strategy, operating model, and long-term financial viability.
What we did
Axsys led the development of a Strategic Outline Business Case to redefine how post-16 education should be delivered across the region. We assessed demand, financial sustainability, estate utilisation, and curriculum overlap building a robust evidence base to support difficult strategic decisions. Working closely with executive leaders and stakeholders, we designed a future operating model focused on consolidation, specialisation, and long-term resilience. Governance structures, financial scenarios, and transition pathways were developed to ensure the strategy was not only credible but executable.
